In China's energy structure, coal consumption still accounts for a large proportion, accounting for 56% of the total energy consumption in 2021. With the rise of the energy revolution in the world, the trend of accelerating the transformation of the global energy structure from fossil energy to low-carbon clean energy is more obvious, and the development of coal consumption from fuel to raw materials has become a trend. Coal has the attribute and characteristics of high organic content. Through the development of modern coal chemical industry, it can achieve efficient and clean transformation of coal, produce clean special oil products and high-end chemicals, and make full use of the characteristics of coal itself.
On the whole, China's modern coal chemical projects are mainly distributed in the northwest and north China. A small part of the production capacity is distributed in the northeast or central China, and relatively developed regions such as east China and south China are less distributed, showing the spatial distribution characteristics of "more in the west and less in the east, more in the north and less in the south, and more in coal producing areas and less in consumption markets". This distribution is mainly determined by the demand of modern coal chemical industry for coal resources and local economic development. China's coal resources are characterized by unbalanced spatial distribution. The current modern coal chemical process and technology determine that it has a strong dependence on coal resources, and the northwest and north China regions can provide sufficient raw materials for modern coal chemical industry. At the same time, Shaanxi, Shanxi, Inner Mongolia, Xinjiang, Ningxia and other provinces and regions are important coal industry bases in China. Coal related industries have a long history of development, relatively advanced related technologies, and relatively complete industrial chains, which make it easy to achieve industrial agglomeration, thus exacerbating the uneven spatial distribution of modern coal chemical industry. In addition, the intensity of environmental regulation in northwest and north China is relatively weak compared with that in developed eastern regions, which makes it easier for modern coal chemical projects to concentrate in such regions. As the eastern region is the main market for petroleum, natural gas, olefins and other products, the current spatial distribution characteristics of modern coal chemical projects keep the production capacity away from the consumer market, and the increased transportation costs reduce the competitive advantages of coal to oil and gas and coal to chemicals to some extent. In order to promote the healthy and orderly development of modern coal chemical industry, it is necessary to plan the "Fourteenth Five Year Plan" layout of China's modern coal chemical industry scientifically in accordance with the requirements of ecological priority, orderly development, standardized development and total volume control, in combination with the national main functional area planning and the development of large coal bases.
